Force questions to add release version

Bug Description

Often questions are asked without providing the most basic information. The version of the release being used is a very useful one, not only for giving an answer but also to gauge later in time, if the answer is still relevant. For example, if a question is related to Icehouse, someone reading the question and answers 4 releases afterwards can easily understand if they're still relevant.

There could be a special tag-like place on the question page to force the user to specify a version of the software they're asking about.
