Cursor on ask.openstack.org doesn't allow page scrolling

Bug Description
You're not able to scroll the page up or down with the keyboard until you click somewhere else because on load the site places the cursor inside the search box.
A better design is to put the search box on the second tab stop, so that you hit tab once or twice after page load and then can type in a search term
