FAQ and Help pages are confusing

I realized that the pages FAQ and Help are equally important (convey important concepts) but only one is visible. I think we should merge them into one or rearrange the content in some ways. We need to also have a way to show the karma threshold automatically, like http://askbot.org/en/faq/.

I would like to suggest to implement a feature where FAQ can also be built from the
Q&A, with some hard-coded items - like how karma system works, etc.

The "Help" page could be laid out in multiple columns containing blocks for each
category of help items.

Eventually FAQ could be built from the Q&A content - for example the question title
edited so that it is usable without the question body and the "correct" answer is given
as answer.
