Bug Description
Not able to start haproxy service on H2 as novnc bind to VIP in compressed_ha scenario .
nova.conf file on controller node seems to specify the VIP for the novncproxy .
This makes novnc bind to the VIP, which again it should be bound to the physical IP of the box so that haproxy can bind to the VIP.

Add nova::vncproxy: :host: "%{ipaddress_eth0}" to user.compressed _ha.yaml fixes the VNC binding issue.
