Bug Description

I have experienced instability with cinder/nova/quantum when rabbit_hosts use the cluster VIP instead of a list of actual controller IP's. I suggest moving the core.pp parameter to:

rabbit_hosts => ["${controller01_hostname}:5672","${controller02_hostname}:5672","${controller03_hostname}:5672"],
