The address for the public interface is not accessible, move its address to the ovs switch it is now connected to.

Bug Description
After bringing up the network interfaces, the ovs switches are created and then the interfaces are connected to the switches. This means the addresses that were previously bound to the network interfaces are now unreachable.

Wouldn't it be expected to move the address to the bridge? Why does that prevent connectivity to the address?
