Bug Description

/etc/puppet/manifests/setup.pp goes and installs a number of packages with package{} blocks that are often also installed by other locations. I'm not clear why it does that and I'm not at all sure it should be doing so.

In fact, even without this I get the same error - 'cobbler' is declared both there and in the puppet-cobbler module. I'm not using the install script, I'm trying to recreate a simpler version, which is probably why I'm seeing it when other people don't.
