Bug Description

Compressed HA needs similar configuration as FullHA for /etc/openstack-dashboard/local_settings.py OPENSTACK_KEYSTONE_URL

Full HA has following configured.
root@svl-1-cc-aio-001:/etc/puppet# grep -r keystone_url *
data/hiera_data/user.full_ha.yaml:horizon::keystone_url: 'http://192.168.220.40:5000/v2.0/'

Mirroring similar parameters to user.compressed_ha.yaml corrects an authorization issues for Horizon dashboard in compressed HA mode.
