Bug Description

ceph.conf permission needed to be changed to “0644” instead of “0600”
As part of the ceph setup, ceph-deploy user is not modifying the permissions of “/etc/ceph/ceph.conf” to “644” which effects in creation of images/volumes

I was able to duplicate this. The file is 600 after the first run, and 644 after the second. The code is in place to set the correct permissions on the first, but it is not running at the correct time.

It is re-producing in Havana h.2, could you please tell me the fix for the same.
