missing shift characters in noVNC

Bug Description

User-reported issue -- with their combination of browser and client OS, when accessing VNC server shifted keys are dead (so 5 works but shift-5 to get '%' fails to generate a % in the noVNC console)

Issue tracked upstream at https://github.com/kanaka/noVNC/issues/326

Need to pull code into havana train if applicable

The upstream bug now has a fix out. It's a regression bug in noVNC.

For havana we're using an older branch of novnc code that should never have had this regression
