puppet-naginator uses exported resources

puppet-naginator uses the puppet native "naginator" resources for nagios support

these, in turn, are designed around an exported resources style of puppetry

In HK the puppet community agreed to move away from exported resources in our openstack puppetry. So we need to update puppet-naginator to match this expectation

This will also resolve the issue seen with openstack-installer of exported resources generating warnings like these:

Warning: You cannot collect exported resources without storeconfigs being set; the collection will be ignored on line 56 in file /etc/puppet/modules/naginator/manifests/init.pp
