Bug Description

Unable to select multiple tenants while creating a new Network Profile. Either have ability to select multiple tenants at time of creation or have the ability to add additional tenants after creation.

We first need to triage the issue with the existing drag/drop model affecting the ability to get the correct profile ids.
Once that is resolved and drag/drop restored, we can look into adding support for the multiple policy profile support.

ETA - most likely towards end of September.
