admin cant see tenant created VMs from cli

Bug Description

Admin user not able to see tenant's VMs from cli, but could see from Horizon.

Does it mean it is specific to n1k? dont think so.

Just for clarifications, Admin could see all tenant created VMs from Horizon not from cli.

on admin login, nova list cmd lists only admin created VMs.

Muthu - are you creating a VM in Horizon and then when you try to do a nova list on cli you aren't seeing them?
Are you sure you have the corerct credentials in CLI? For example if you have created the VM as "demo" you should have "demo" credentials in CLI to see it.

We synced up offline and I thought you got all the details.

Yes, I have the correct credentials. I created VMs from both Horizon and CLI.

Admin can see the tenant user's created Networks and subnets but only he cannot see the VMs.
