Bug Description
We don't seem to have created an apache service block, so it's not possible to restart with anything less than an exec. Many things add to its config so it's critical that we can restart it appropriately.

Turns out that we do in fact have a service block (good) but it's in the Horizon package (bad). We have a puppet-apache module (good) but we're not using it (bad).
I recommend removing the Horizon block, including the apache class at the top level, and adding dependency/notify to everything appropriate. A drastic change, so please re-triage this.
