Bug Description

Currently gerrit attempts to replicate All-Projects and API-Projects to github. We can use the authGroup parameter to replication.conf to limit which projects are replicated (but would require an additional ACL on any replicated project).

We want to exclude All-Projects and API-Projects because they are not real projects, only containers to other projects.

replication is a plugin in new gerrit so postponing fix until after gerrit upgrade (bug #1082781)

I do not see All-Projects or API-Projects on github.com/openstack. I believe this issue has been fixed with change https://review.openstack.org/#/c/10281
