record config used for devstack tests in test output

This is a feature request more than a bug.

I was wondering if it would be useful to show the current configuration (e.g. flags, paste configuration for Nova, Glance, etc.) for the current gate job on the Jenkins console output.

Better yet, copy them into the $WORKSPACE/logs directory as .txt files, and they will be recorded as build artifacts by Jenkins.

This bug can be more easily fixed if all openstack projects placed config files in one spot. Right now projects are scattering config files throughout /etc so this fix will require a few steps.
  1. patch a few projects to allow config files to be relocated (https://review.openstack.org/#/c/46580)
  2. have jenkins copy configs to $WORKSPACE/logs so that it will get saved.

Can't we just reuse 'sosreport' which is always updated to point to the right configuration files while anonymizing some passwords, etc?

This would cover the configs and leave the part of the flags being used.

Would be valid here?
