add support for voting to meetbot

Bug Description

The meetbot that we use for #openstack-meeting doesn't have any of the voting support commands that the one used for ubuntu meetings does. We should port the commands in, as well as potentially support for adding a team parameter to the start meeting command which could be used to control whose votes count in a vote.

Voting features have been added. Support for restrictions on who can vote for an item (through LP groups or similar) has not been added. There has been some question about whether or not LP groups are the right way to restrict voters. Need to ensure there is a mapping from LP group member to freenode nick, and groups may go away at some point.

Thoughts on how to do that are welcome. At the very least I suppose the meeting chair can list out the nicks of voters. `#voters foo bar etc`
