Bug Description

Raising a bug requested by Monty.

Yes. To get a package installed as a depend, it needs to be added to the
ubuntu packaging build-depends. This means branching
lp:~openstack-ubuntu-packagers/keystone/ubuntu and adding python-passlib
to the build-deps in debian/control.

HOWEVER - first step in this case is packaging passlib, as it does not
currently exist in ubuntu. So, if you could just file this as a bug on
launchpad.net/openstack-ci, I'll take care of both things asap.
