rfc.sh should check if the computed gerrit repo exists

Bug Description

If you clone from a repo other than github/openstack/PROJECT, rfc.sh will incorrectly calculate the gerrit repo name. It should check to see if the gerrit project exists and if it does not, it should print a useful error message indicating that the user should clone a new repo from the canonical location.
