ironic devstack jobs downloading from cloud-images.ubuntu.com occasionally fails

the devstack ironic jobs pull a trusty image from cloud-images.ubuntu.com for purposes of building the deployment ramdisk with DIB. This occasionally fails if the server is unavailable for whatever reason:

We should find a way to get this pre-cached on the nodes instead of pulling directly. This may require changes to DIB.

Additionally, during ramdisk creation DIB is using the standard archive.ubuntu.com mirrors instead of mirrors local to the cloud providers.

If that was seen in hpcloud, they don't have their own local Ubuntu mirror anyway (or if they do we haven't been using it).

    occasionally (22 hits in 7 days). This adds a query while we look
    into getting these pre-cached on the nodes.
