Bug Description

https://review.openstack.org/#/c/109163/ is being reported as being 61 days old without -1/-2, but from jul 24th to sept 23rd it had a workflow -1 status: and during that time we dont' expect reviews to be made: its only been a candidate to get reviews for <1 day at the time of writing.

Probably it should be aged at the time it resolved the -1 - e.g. today.
