Bug Description

Changes were made to the Ironic devstack setup with regards to how diskimage-builder gets installed (https://review.openstack.org/#/c/92257/), such that during ramdisk creation, DIB will by default get installed directly from pip, rather than a git checkout. This means we are no longer checking proposed code in the DIB pipeline and instead just running the Ironic devstack check using the last released DIB version. We need to get the new DIB devstack service enabled for the jobs that run in the DIB pipeline. This can be done via devstack gate's features.yaml + test_matrix.py. I'm not sure whether we want to continue running against a pip release of DIB for the main Ironic jobs, or to run from tip of trunk.

I guess the proposed change to to the gate will be enough to fix it, so dropping Ironic.
