Move #openstack-packaging IRC channel to #openstack-stable

The #openstack-packaging channel is quite dead, and we need a place to have stable branch discussions. The packaging audience being included in the stable audience, it feels like we could just rename #openstack-packaging IRC channel to #openstack-stable and have both packaging announcements/help and stable discussions there.

Moving a channel requires +s rights on both channels, so I can't really do it myself.

I've registered #openstack-stable and set access for the openstackinfra bot account to +AFRfiorstv+AFRfiorstv (freenode) or MASTER (oftc).

    Add channel set permission for IRC operators

    In order to forward/rename/move an IRC channel, operators need +s
    mode on each channel involved. For convenience, grant this
    permission to all our global OpenStack IRC operators.

After warning the inhabitants of #openstack-packaging and changing the topic for a week, I set up automatic forwarding to #openstack-stable, locked the old channel and manually kicked the remaining stragglers.
