httpretty 0.8.1 fails to install, causing job failure

Bug Description

The error in the log is like

Downloading/unpacking httpretty>=0.8.0 (from -r /home/jenkins/workspace/gate-python-keystoneclient-docs/test-requirements.txt (line 5))
Running setup.py (path:/home/jenkins/workspace/gate-python-keystoneclient-docs/.tox/venv/build/httpretty/setup.py) egg_info for package httpretty
IOError: [Errno 2] No such file or directory: '/home/jenkins/workspace/gate-python-keystoneclient-docs/.tox/venv/build/httpretty/readme.rst'

This is causing python-keystoneclient jobs to fail since it uses httpretty.

The suggested fix for openstack is to not require 0.8.1.

The upstream issue is here:

0.8.2 doesn't fix it either.
