Best solutions are 1) install the GPG key and package as part of the image build 2) wait till slaves migrate to Trusty and the ironic jobs no longer need UCA

The failures in the Ironic devstack gate seem limited to the HP Cloud slaves.

    Ensure local apt cache is updated before installing the ubuntu-cloud-keyring
    package.
