neutron-icehouse fails devstack apt-get problems

Bug Description

The check-tempest-dsvm-neutron-icehouse failed on a review -- https://review.openstack.org/#/c/96786/ . Here's the log for the failing step:

Looks like it was trying to install packages and it failed. It's running

 apt_get install bridge-utils (a bunch of packages)

It gets a warning: "WARNING: The following packages cannot be authenticated!" and there's a bunch of packages listed.

Then it errors out after printing "E: There are problems and -y was used without --force-yes"

Earlier on there were several warnings: "W: Failed to fetch http://mirror.rackspace.com/ubuntu/dists/precise-security/Release.gpg Could not connect to mirror.rackspace.com:80 (166.78.229.131). - connect (110: Connection timed out)"

So maybe it's just a temporary issue.
