I have added <email address hidden> to the -core and -ptl groups. <email address hidden> will be able to populate the remaining users in gerrit.

For the launchpad project and bug/driver teams you will ahve to do that. That is loosely coupled to gerrit and everything should just work if the bug supervisor team is open and the launchpad project name matches the gerrit project name without the stackforge/ prefix. So a launchpad project called powervc-driver should do it.
