Some nodes allocated in node pool are very very slow

Some nodes coming back from node pool are very slow, so that the tempest runs take > 2hrs and timeout.

We can get an early detection that this is going to be a problem based on devstack setup taking > 15 minutes. A new warning was added for that so we can fingerprint on it.
