storyboard-webclient tests fail with "Port 9000 is already in use by another process"

Bug Description

We've had several storyboard-webclient non-deterministic test failures with:

2014-02-27 09:01:56.174 | Running "connect:test" (connect) task
2014-02-27 09:01:56.175 | Fatal error: Port 9000 is already in use by another process.
2014-02-27 09:01:56.175 | ERROR: InvocationError: '/home/jenkins/workspace/gate-storyboard-webclient-js-unittests/.tox/grunt/bin/grunt test'

This is likely to be something within storyboard's own unit tests (ie, nothing outside of it should be using port 9000). Maybe a race condition.

This may be related to the following test failure in oslo-incubator, stable/havana branch: http://logs.openstack.org/58/76458/5/check/gate-oslo-incubator-python27/36799bf/ (the patch is at: https://review.openstack.org/#/c/76458/) We've 'fixed' the issue by changing a port in the unit test, but this is just a workaround.

I'm going to close this now since so much has changed in the interim. If it's still a problem, best to reopen on storyboard itself.
