requirement pyghmi(0.5.9.1) has no setup.py

pyghmi is tagged to >=0.5.8 but version 0.5.9.1 seems to be a broken release.

pyghmi is used by Ironic.

Running manually (rather than using 'pip -r'), it seems to attempt installing the "binary" package that was uploaded to PyPI.

FWIW, I'm proposing a change to -infra that should:
- have jenkins handle the builds, rather than jarrod
- test pyghmi changes against ironic in that pyghmi's gate, so we can spot issues before landing code or releases

Removed openstack-ci since this is not a bug in our infrastructure. You don't need to open bugs against openstack-ci simply for the purpose of tracking patches to our configuration.
