ChangeId linking broken in commit message

The ChangeId URLs are currently showing as https://review.openstack.org/#q,$1,n,z in the commit message on Gerrit. You can look at https://review.openstack.org/#/c/69526/ for an example but this applies to any review really.

I can't quite tell if https://bugs.launchpad.net/openstack-ci/+bug/1265646 is meant to fix it after a restart or if it's unrelated. Cheers!
