Bug Description

http://logs.openstack.org/33/59533/1/check/check-swift-devstack-vm-functional-default/5c62b7a/console.html records what is happening. There was a job reconfigure that unset ZUUL_BRANCH for all jobs. This has been corrected in https://review.openstack.org/#/c/59557/1.
