quantumclient being tested against devstack master rather than devstack stable/grizzly

Bug Description

A patch to remove redundant dependencies that are causing gate to fail for grizzly backports [1], which was needed after global requirements was updated to correct another gate blocking bug for upstream [2] is failing at gate now. It appears to be trying to test against devstack master, rather than devstack stable/grizzly. The gate fails when it tries to use a file from the install procedure for neutronclient [3], unlike the install procedure for quantumclient [4], which would be used if it were devstack's stable/grizzly branch.
