LOST test logs

When zuul is restarted, some of the test logs can report status LOST.

Currently we believe the issue is related to the Jenkins gearman plugin: https://git.openstack.org/cgit/openstack-infra/gearman-plugin/tree/

If you can find out more, please report your findings.

Right now, the solution is to add "recheck no bug" to a patch that hasn't been approved or "reverify no bug" to a patch that has been approved and have the patch rejoin the Jenkins queue and be retested.
