How to offer no-downtime service at ask.openstack.org?

Bug Description

Occasionally we need to reboot the ask.openstack.org machine, because some security updates
require the server reboot.

I thought of having a "proxy server" --> "app server" configuration.

This way we can display "maintenance" page on the "proxy server" and safely reboot "app server".

The question is - how do we reboot the "proxy server" without the downtime:)?

Are there load balancers or simple proxies that do not require security patches?

Great, in this case I will need access to the balancer, possibly via API.

Alternatively - I could use the balancer in my account in the Rackspaces
so that I can add/remove the server.

If it is not a grave issue, we could just ignore it and accept some downtime
for the rebooting.
