Create taskflow-core gerrit group

Bug Description

In order to start having taskflow work on stackforge, there needs to be a core-group of people that have said review powers to review code there. So I would like to start said group and have me as the initial member (others later).

StackForge project management is mostly self-service, accomplished via code review. See http://ci.openstack.org/stackforge.html for more details. Once the change to create your project merges, update this ticket and one of us will add you to the group(s) created from your corresponding Gerrit ACL configuration. Thanks!
