This seems to have been a transient problem; I'm not sure we can diagnose it at this point.

Even the logs have expired at this point, and we've done some additional refactoring/scaling of our git repository infrastructure in the meantime. Marking invalid, but can be reopened if it recurs.

Specifically, the discussion in IRC was that bugs like this which we're unable to confirm, however transient, should be left in an incomplete state rather than an invalid state, and that our bug day lists should ignore incomplete bugs for us in the future.
