List all votes in Gerrit review listing screen

Bug Description

This is a feature request to have the review listing screen show >1 vote.

Currently, only one (the first?) review is shown in the "R" column. This makes it difficult to:

a) Tell which reviews need attention by different people. For example, if I want to ensure that Quantum-related tests in Tempest are reviewed by a Quantum SME, and I've already voted/reviewed all Quantum-related patches, then I can't tell from the list reviews page which patches have and have not been reviewed by a Quantum SME, since only my name will appear in the "R" column and I have to click into each patch to see who else has reviewed it.

b) Tell which patches I have personally reviewed. If I am not the first person to review a patch, then I won't be listed in the "R" column and need to click into each patch to tell if I've reviewed it.

The important changes dashboard attempts to address this. You get three panes. The first shows you the changes you have submitted and only shows the highest value (absolute value) review by someone else. The second shows you changes that you probably should be reviewing based on a variety of factors and again it shows the highest value review by someone else. The last pane shows you changes you have reviewed and it shows you your vote. This isn't quite what you want but does address some of the concerns I think.

To actually fix this bug we will need to write a patch to Gerrit. Marking this low as I think we want to upgrade Gerrit to version 2.6 before we start worrying about patches that probably won't make it upstream (they haven't liked our other UI changes in the past).
