Rename openstack-dev/pbr to openstack/oslo-version

The pbr project needs to become oslo-version. It would be great if it would get magically fixed, too.

That means it would skip incubation stage and go directly to library ? I guess that's fine, but I would doublecheck that with markmc.

It's already in oslo-incubator and has been for a while. pbr was my
first attempt to pull it out into a library, but that was before the
current oslo library plan.
