Bug Description
We now use transifex for managing translations. We have tooling for it, and it even works for one project. We need to document what the interface for this is so that other projects can conceivably do the right thing in setting themselves up to interface with the transifex service. Then, our translations automation can expect that projects have the appropriate interfaces set up.

Note we may be moving away from transifex as their free as in beer offering is no longer also free as in freedom. This doesn't change the need for documentation on the interfaces between tools, but may change some of the content.
