Request: create a new repo for housing the OpenStack API site content

Bug Description

Can I please have an "api-site" repository set up? I'd like to take the openstack-manuals/doc/src/docbkx/openstack-api-site folder and populate the "api-site" repository with it.

This repository has been created on review.openstack.org. It was prepoluated using a repo split off of openstack-manuals with git filter-branch. The non api site related files were removed and the related files were restructured into a repository that makes sense for api-site. The git replicas for this new repository have also been configured (github and local).
