[telemetry]Add aodh support

Hi there,

I noticed that aodh service (https://docs.openstack.org/aodh/latest/) is not setup during the cookbook run. Having the alarming service setup could be a good thing to have.

I have something working on my side, I will rebase and open a review request soon. This impact the telemetry and common cookbooks.

Let me know if you have any concern.
