[block-storage] gpfs_mount_point_base directory won't created in multi backend case

Bug Description

If we choose GPFSDriver as cinder driver and use multi backend to specify multi mount point base, block-storage cookbook won't create those directory.

    Create mount point directory when use multi backend configuration

    Currently, when we use GPFSDriver as multi backend volume driver,
    cookbook won't create gpfs mount point base directory automatically.

    This patch fix this problem.
