[all] Change the maintainer email

The OpenStack Chef project has been merge to OpenStack namespace(https://review.openstack.org/175000) and the maillist also moved to OpenStack Dev channel.

So the maintainer_email in cookbook metadata file should be <email address hidden>

I think this bug should fix after Mark's cleanup rubocop(https://review.openstack.org/#/q/topic:rubocop-todo,n,z).

I think Alan M is handling this with the Readme updates.

That is correct, the maintainer updates and the mailing list updates are going to be addressed with that update along with few other clerical items across the board. There is a reference submission still going through review (and would likely be done if I wasn't swamped the last two weeks):
