Bug Description
neutron lbaas V2 has been merged to neutron-lbaas. V1 api will not be updated. Now the cookbook will install neutron lbaas V1. cookbook user should have an option to use neutron lbaas V2.

What would be the effort required here? just a attribute switch? or do we need to support both at same time?
