[bare-metal] workers need to have attributes

Bug Description

there are a couple workers settings in ironic.conf: https://github.com/openstack/ironic/blob/2d4b0e6dfe2ac406f2f38a41c13685ceeb3704c1/etc/ironic/ironic.conf.sample#L481

# Maximum number of worker threads that can be started
# simultaneously by a periodic task. Should be less than RPC
# thread pool size. (integer value)
#periodic_max_workers=8

# The size of the workers greenthread pool. (integer value)
#workers_pool_size=100

Need attributes to configure these.
