[dashboard] update default test certificates to higher ciphers

Bug Description

Would like to see the sample certificate recreated with a higher cipher to help avoid an internal security checks while doing development.
I found this cert signature algorithm is not strong enough "sha1WithRSAEncryption" , it should be "sha256WithRSAEncryption"

    Update the certs with stronger ciphers

    The current key/pem have weak ciphers that sometimes can
    trigger security flags. Recreated these with
    stronger and more up to date ciphers.
