[network] nova_admin_auth_url needs the protocol version

Bug Description

Need to add the "/2.0" to the end of the nova_admin_auth_url property in neutron.conf, looks like this is going to be different from the keystone_authtoken] identity uri.

This will prevent neutron from talking to nova properly.

    neutron nova_admin_auth_url requires a protocol version

    In my recent patch to move to identity_url, I mistakenly also
    touched the nova_admin_auth_url which removed the v2.0 protocol
    version from it. This prevents neutron from working properly
    with nova.
