Bug Description
Bug 1407874 made changes for the neutron *aaS service split out in the network cookbook (which happened in kilo).
These are the changes:

However, the python-neutron-*aas package names are wrong for rhel/fedora, you can see that from the rdo packages here:

Note that the python-neutron-*aas package naming convention is what ubuntu uses:
