[dashboard] cookbook-openstack-dashboard doesn't configure WEBROOT

Horizon relies on the WEBROOT setting in order to handle static resources. https://github.com/openstack/horizon/blob/c502d69290218c6ec9399ba40a9bccb3f8bc64ae/doc/source/topics/settings.rst#L943

the local_settings template needs to be updated so that it updates WEBROOT as well. It's not possible to change the root url horizon is served from without this setting.
